Police identify man hit by garbage truck

A man killed Wednesday after being struck by a Marborg Industries garbage truck on the 500 block of Yanonali St. was identified as 53-year-old Michael Neff, a Santa Barbara Police spokesman said yesterday.
Neff, a native of Fowler, Ind., had lived in the Santa Barbara area for the past couple of years, Lt. Paul McCaffrey said.

McCaffrey said on Wednesday that Neff had spent Tuesday night in the Rescue Mission, which is located on the same block of Yanonali Street. Neff was struck by the garbage truck at 6:29 a.m. while crossing Yanonali Street near the intersection of Calle Cesar Chavez.
With Neff at the time of the incident was the man’s companion, Michelle James, who was also struck, but was thrown away from the truck and was not seriously injured.
When the investigation is complete, McCaffrey said the results will be turned over to the District Attorney’s Office for review.
He said the driver of the garbage truck, Willie Glover, 41, did not appear to be under the influence of any substance and excessive speed did not appear to be a contributing factor to the incident.
